Our mission

We built the platform the partisan tools never would.

Mandate is the nonpartisan campaign operating system — voter data, a field app, GOTV, fundraising, and compliance in one login. We started in Frisco, Texas, for the candidates the two dominant platforms were never designed to serve, and we built the whole thing on one conviction: every candidate deserves the same tools, regardless of party.

Built in Frisco, Texas · Nonpartisan by design

The gap we saw

Half the field — and every nonpartisan race — was locked out.

Texas city council and school board races are nonpartisan by law. There are no party labels on the ballot. So the two platforms that run American campaigns simply don't fit.

NGP VAN powers Democrats only. i360 serves Republicans only. Both gate their voter data by party — which means a school board hopeful, a city council challenger, or anyone running an officially nonpartisan local race literally cannot use the dominant tools. That is not a small niche. It is half of every partisan field, plus the entire universe of nonpartisan local government. Nobody had built the platform for them. So we did.

Mandate

Every candidate, every party, and every officially nonpartisan local race

That gap is the whole reason Mandate exists.

Who's behind it

A campaigner and an operator. Both out of North Dallas.

Mandate didn't come out of a boardroom. It started as one tool, for one real race. Zach built the first version to win an actual Frisco campaign; Cole saw a platform the partisan giants would never make. Two people — one who knows the field, one who builds the system — set out to give every local candidate the same tools the national committees keep for themselves.

Zach Cheney

Co-founder · Campaigns & data

Built the first version of Mandate to run real Frisco campaigns — including the Mark Hill race — and brings the on-the-ground field and voter-data expertise. He lived the gap the partisan tools leave open before there was a product to close it.

Cole Emmons

Co-founder · Product & growth

A self-taught operator from North Dallas and founder of New Age Adaptation, where he drove $1.2M in inbound leads across service businesses in 2025. He turns scattered tools into systems — and turned Zach's campaign tool into a full operating platform built to scale.

What we believe

Six convictions, built into the product.

These aren't slogans on a wall. Each one is a decision you can see in how Mandate works.

Nonpartisan by design

Not a toggle, not a setting — the foundation. The same clean voter data and analytics for every candidate, no party login, no ideological gate. The partisan incumbents can't copy this without alienating their own base.

Sell the outcome, not the database

Nobody runs to own a voter file. They run to win the seat. We build toward the result — votes needed, doors knocked, the win number hit — not a CRM you have to figure out yourself.

Guided, never a blank screen

A first-time candidate shouldn't have to be a data scientist. Mandate hands you a plan — filing steps, a sized universe, a week-by-week playbook — instead of an empty database and good luck.

Premium, civic, and serious

Voter data and donor money deserve software that looks and behaves like it respects them. Local democracy gets the same craft the national committees keep for themselves.

All-in-one, not five logins

Voter data, a field app, texting, the dialer, mail, fundraising, and compliance in a single platform — so nothing breaks two weeks out because five vendors stopped talking to each other.

Live data over static files

When 83% of a county's growth is people moving in, a voter list is stale the day you buy it. A static file is a snapshot. An operating system stays current.

The wedge

Nonpartisan isn't a setting. It's the whole point.

Every candidate. Every party. The races the partisan tools can't serve.

Mandate gives every candidate the same clean voter data and analytics — no party login, no ideological gate, no permission required. A school board hopeful, a city council challenger, and a county judge can all run on the same platform, and a city can buy a neutral Civic instance without taking a side. The partisan incumbents can't copy this without alienating their own base.

A nonpartisan national campaign command center — analysts at a wall of precinct dashboards

One command center, open to every candidate and every party — and to cities buying a neutral Civic instance without taking a side.

Built in Frisco, for the country

We started where the growth is.

Mandate launched in Frisco — the #2 fastest-growing county in the United States — and built the structure to extend cleanly outward. Prove it in the hardest, fastest-changing market first; then scale.

01

Frisco

The beachhead. We earned the platform in a real, contested, high-turnout city before selling it anywhere else — the proof of concept everything is built on.

02

Collin County

Roughly 26–30 incorporated cities and ~23 school districts — a dense field of nonpartisan local seats up for election every single May. One county, the whole motion.

03

Texas

Every Texas municipal and school board race is nonpartisan by law. The gap we found in Frisco repeats in every county in the state — and the structure extends cleanly.

04

The country

Local races are local everywhere. The same operating system — guided, all-in-one, open to every party — scales to candidates and cities nationwide.

Frisco's 2026 mayoral race drew more than 27,000 votes, four candidates, and a June 13 runoff. Frisco ISD trustees are elected at-large to three-year terms with no run-offs — so candidates have to reach the entire district, not one precinct. And with 83% of the county's growth coming from people moving in, the voter rolls churn constantly. A static voter file is out of date the day you buy it. A live operating system isn't. See how Mandate runs in North Dallas.

How we operate

Voter data and money. Treated like it.

A platform built for sensitive political data has to earn that trust in how it's built — not in a press release.

Every record is PII

All voter and donor data is treated as sensitive personal information by default, with role-based access so a volunteer never sees what they shouldn't.

Texas compliance, built in

Form C/OH, Texas Ethics Commission filings, and contribution-limit checks live inside the platform — not in a separate spreadsheet someone forgets to update.

Sealed by tenant

Row-level security keeps every campaign's data sealed off from every other — a clean break from the plaintext-password legacy tools that came before.

Run on the platform built for your race.

Every candidate. Every party. The nonpartisan local races in between.

Tell us the office you're running for and the city you're running in. We'll show you exactly how Mandate builds your voter universe, sends your field team out, runs your GOTV, and keeps you compliant — start to finish, in one platform.
